Degree in Law, Master in European Communities from the Universidad Politécnica de Madrid and in Senior Public Management. Career civil servant of the Senior Management Corps of General Administration of the Community of Madrid, and civil servant on leave of absence from the General Management Corps of the Civil Administration of the State.

Linked professionally with the public system of social services for more than 32 years, highlighting his technical responsibility in the Community of Madrid for the Concerted Plan for the development of Basic Benefits of Social Services in Local Corporations. In February 2013 he joined the General Directorate of Care for Dependency and the Elderly of the Ministry of Family and Social Policies of the Community of Madrid, as Deputy Director General of Management and Processing of the Dependency procedure of the Community of Madrid. In February 2023 he was appointed by the Governing Council as Managing Director of the Agency for Social Services and Dependency of Andalusia, a position he still holds today.
